The State Data Spotlight is a SHADAC series highlighting states’ unique data tools, datasets, and uses of existing data systems. The series aims to provide information and insight on methods that can be applied in other states.

Iowa use of the state income tax form provides and example of how CHIP and Medicaid can expand enrollment outreach. Iowa used tax forms to determine which children had family incomes that met the Medicaid and CHIP requirements but were not enrolled in these programs. After identifying eligible kids who are not yet enrolled, DHS sends pamphlets and applications to the identified families. The families then become aware of the programs and their children’s eligibility.

Maryland’s Health Care Reform Coordinating Council developed a financial modeling tool for use in estimating the fiscal impact of federal health reform. The tool aims to identify how health reform will change the state’s budget by comparing costs, savings and revenues related to reform with what would be expected in the absence of reform. To react to evolving provisions of federal health reform, the financial modeling tool has the ability to change and be updated as projections are replaced with actual data. Similarly, as decisions are made, the tool can accommodate an ever-changing environment and adjust to generate useful long-term fiscal estimates.

| North Carolina Health Professions Data System | |

The North Carolina Health Professions Data System (HPDS) exists in close partnership with the North Carolina Area Health Education Centers (AHEC) Program, and in collaboration with the North Carolina health professional licensing boards. The HPDS contains licensure files for 19 health professions, with annual files on most professions dating back to 1979. This system represents one of the most comprehensive health professions databases in the country, as well as one of the few that is continuously maintained.

| Washington's County-Level Population Estimation Model | |
| This State Data Spotlight describes how the Office of Financial Management (OFM) in Washington State developed an estimation and projection model that can be used to predict county-level population estimates for 2010 through 2020. The development of this model was motivated by the need for data to support the required planning and policy development of the Patient Protection and Affordable Care Act (ACA) implementation. |
