ACA 411 is a data tool that tracks the effects of health care reform for California. To monitor the impact of the ACA, CHCF asked SHADAC to collect and analyze state-level health measures for ACA 411. These measures help policymakers and stakeholders track California’s progress on the law's major goals. SHADAC developed a framework for how California could measure the impact of federal health care reform on health insurance coverage, affordability of coverage and out-of-pocket costs, and access to services. SHADAC helps to identify, evaluate, and recommend specific metrics in each measurement area and assess existing state and national data sources to measure the impact of the ACA in California.
