This presentation of SHARE-funded research was given by Urban Institute Senior Fellow, Ian Hill, M.P.A., M.S.W.,  at the 2012 AcademyHealth Annual Research Meeting in Orlando, FL, on June 23, 2012. The analysis looks at the Federal policy that facilitated Louisiana's use of Express-Lane Eligibility (ELE) and at Louisiana's approach to, and success with, the strategy.  Based on their findings, the authors provide a number of lessons for other states considering an ELE approach.

In this brief, SHARE grantee Deborah Chollet and her co-authors Allison Barrett and Amy Lischko analyze risk selection over time in Massachusetts' CommonWealth Care program, which serves low-income adults ineligible for Medicaid, much like a Basic Health Plan under the ACA.  Based on their findings, the authors offer lessons for other states considering whether to form a Basic Health Plan, looking at questions of program design, impacts on the commercial market, and financing and operations.

Presentation by Michael Cousineau (University of Southern California) at the 2011 AcademyHealth Annual Research Meeting.  Dr. Cousineau discusses the findings from a SHARE-sponsored study looking at the correlation between various outreach and enrollment mechanisms and actual enrollment numbers in three public health plans in California (Medicaid, CHIP, and Healthy Kids).  The presentation concludes with a discussion of the implications of the findings from this study for the implementation of national reform.
