Louisiana Breaks New Ground: The Nation's First Use of Automatic Enrollment through Express Lane Eligibiltiy

This report, from SHARE grantee Stan Dorn of the Urban Institute, details findings from an analysis of Louisiana's landmark used of automated Medicaid enrollment via Express Lane Eligibility (ELE), a strategy authorized by the Children's Health Insurance Program Reauthorization Act of 2009 (CHIPRA).  Under this initiative Louisiana automatically enrolled children into Medicaid based on data matches indicating eligibility for the federal Supplemental Nutrition Assistance Program (SNAP).  Dorn and his co-authors analyze the impact of ELE on several outcomes including enrollment, coverage, administrative costs, and administrative efficiency, offering a number of lessons for other states considering the use of ELE for public program eligiblity determination.

This presentation of SHARE-funded research was given by Urban Institute Senior Fellow, Ian Hill, M.P.A., M.S.W.,  at the 2012 AcademyHealth Annual Research Meeting in Orlando, FL, on June 23, 2012. The analysis looks at the Federal policy that facilitated Louisiana's use of Express-Lane Eligibility (ELE) and at Louisiana's approach to, and success with, the strategy.  Based on their findings, the authors provide a number of lessons for other states considering an ELE approach.

The State Health Access Reform Evaluation (SHARE) program awarded nine new grants to fund research addressing health reform issues that states face as they work to improve coverage and access.  This is SHARE's third round of grants since the program began in 2007.  The new grants, which range in length from 12 to 24 months, will offer timely insights into a variety of health reform issues.  The projects will explore topics such as Medicaid expansion for childless adults, value-based insurance design for state employee health plans, approaches to health care coordination/integration, and the production of reliable small area estimates of health insurance coverage and access.  This document provides an overview of the nine grants awarded under the third round of SHARE funding. 

Implementing Eligibility Changes under the Affordable Care Act: Issues Facing State Medicaid and CHIP Programs

In this SHARE brief, Mathematica Senior Researcher, Cheryl Camillo, evaluates the Medicaid and CHIP eligibility changes that states will need to implement under the Affordable Care Act (ACA), identifying the most salient issues that states will need to consider in order to ensure that the new eligibility determination and renewal processes for these programs are effective.  The analysis is funded through a SHARE grant led by Mathematica's Dr. John Czajka and is the first in a series of three briefs titled "Eligibility Determination Using Modified Adjusted Gross Income: Implications for Enrollment under Heatlh Reform."
