This presentation was delivered by SHARE grantee Cheryl Camillo of Mathematica Policy Research at the 2011 Association for Public Policy Analysis and Management (APPAM) Fall Conference in Washington, D.C. The presentation compares Medicaid and CHIP eligibility as it currently stands with eligibility as it will work under the Affordable Care Act (ACA) in 2014; gives an overview of the proposed rules regarding Medicaid/CHIP eligibility that were put forth by HHS, CMS, and the IRS on August 17, 2011; and delineates state concerns and challenges surrounding implementation of the eligibility-related ACA provisions and proposed regulations.

Presentation by Ian Hill (Urban Institute) at the 2011 AcademyHealth Annual Research Meeting in Seattle, WA.  Mr. Hill provides an overview of Louisiana's experience using express lane eligibility (ELE) for its Medicaid/CHIP programs.  The presentation concludes with an analysis of lessons learned from Louisiana's efforts.  These lessons pertain to ELE as a general strategy for expediting enrollment and retention and to the implications of Louisiana's experience for state implementation of the Affordable Care Act (ACA).

Presentation by Lindsey Leininger (Chapin Hall, University of Chicago) at the 2011 AcademyHealth Annual Research Meeting.  Dr. Leininger provides an overview of the ACCESS portal and looks at whether ACCESS is more or less likely than other application methods to attract applicants who are ultimately determined to be eligible for public insurance.  She also explores whether the use of ACCESS is associated with a greater likelihood of applying for other social programs (a phenomenon known as "spillover"), looking at both the rate of spillover itself and the rate of program eligibility among spillover applicants.

Presentation by Michael Cousineau (University of Southern California) at the 2011 AcademyHealth Annual Research Meeting.  Dr. Cousineau discusses the findings from a SHARE-sponsored study looking at the correlation between various outreach and enrollment mechanisms and actual enrollment numbers in three public health plans in California (Medicaid, CHIP, and Healthy Kids).  The presentation concludes with a discussion of the implications of the findings from this study for the implementation of national reform.
