This chartbook summarizes the findings of the 2012 Minnesota Comprehensive Health Association (MCHA) Enrollee Survey based on demographics; health characteristics; access and utilization of health coverage; experience with MCHA; topics in health reform; and potential outreach avenues for program administrators.

The charts in this report are designed to provide snapshots first of the overall MCHA population and then by more specific subpopulations such as income level, geographic residence, and plan deductible.

The figures in this report were created to present a more complete picture of the characteristics of the MCHA population and to aid program administrators in outreach efforts as enrollees transition from MCHA and into other insurance vehicles.

The State Health Access Reform Evaluation (SHARE) program awarded nine new grants to fund research addressing health reform issues that states face as they work to improve coverage and access.  This is SHARE's third round of grants since the program began in 2007.  The new grants, which range in length from 12 to 24 months, will offer timely insights into a variety of health reform issues.  The projects will explore topics such as Medicaid expansion for childless adults, value-based insurance design for state employee health plans, approaches to health care coordination/integration, and the production of reliable small area estimates of health insurance coverage and access.  This document provides an overview of the nine grants awarded under the third round of SHARE funding.

Publication Year: 2012

This brief from the research team led by SHARE grantee Andrew Coburn, Ph.D., Professor and Chair of Health Policy and Management at the Muskie School of Public Service at the University of Southern Maine, examines how and to what extent states allow health plans to vary premiums by geographic rating area, using insurance data from selected states to assess the direction and magnitude of variations in rural and urban geographic rating factors.  The authors also discuss strategies that federal and state policymakers might use to help ensure that premium variations based on geography are justified.

In this brief, SHARE grantee Deborah Chollet and her co-authors Allison Barrett and Amy Lischko analyze risk selection over time in Massachusetts' CommonWealth Care program, which serves low-income adults ineligible for Medicaid, much like a Basic Health Plan under the ACA.  Based on their findings, the authors offer lessons for other states considering whether to form a Basic Health Plan, looking at questions of program design, impacts on the commercial market, and financing and operations.

Presentation by Dr. Allison Barrett (Chapin Hall, University of Chicago) at AcademyHealth's 2011 Annual Research Meeting.  Dr. Barrett provides an overview of the Commonwealth Care ("CommCare") program, discusses whether premium subsidies helped the program to attract low-risk enrollees, and examines the characteristics of CommCare enrollees as compared with individuals purchasing coverage in the commercial market. The presentation concludes with recommendations based on the results of this study for states considering the creation of a Basic Health Plan under the federal Affordable Care Act.
