In this brief, SHARE grantee Mike O'Grady (NORC, University of Chicago) details the process of linking data sets, gives an overview of data linkage projects that have been undertaken to date, and considers the potential linkages that would be both relevant and useful in a post-reform environment.  Dr. O'Grady points to several key areas where linked data sets could be beneficial going forward, including the design and implementation of the ACA's health benefit exchanges, comprehension of the complex intersection of Medicare and Medicaid, and reform of the Medicare payment system.

Presentation by Ian Hill (Urban Institute) at the 2011 AcademyHealth Annual Research Meeting in Seattle, WA.  Mr. Hill provides an overview of Louisiana's experience using express lane eligibility (ELE) for its Medicaid/CHIP programs.  The presentation concludes with an analysis of lessons learned from Louisiana's efforts.  These lessons pertain to ELE as a general strategy for expediting enrollment and retention and to the implications of Louisiana's experience for state implementation of the Affordable Care Act (ACA).

Presentation by Dr. Allison Barrett (Chapin Hall, University of Chicago) at AcademyHealth's 2011 Annual Research Meeting.  Dr. Barrett provides an overview of the Commonwealth Care ("CommCare") program, discusses whether premium subsidies helped the program to attract low-risk enrollees, and examines the characteristics of CommCare enrollees as compared with individuals purchasing coverage in the commercial market. The presentation concludes with recommendations based on the results of this study for states considering the creation of a Basic Health Plan under the federal Affordable Care Act.
