Presentation by Dr. Allison Barrett (Chapin Hall, University of Chicago) at AcademyHealth's 2011 Annual Research Meeting.  Dr. Barrett provides an overview of the Commonwealth Care ("CommCare") program, discusses whether premium subsidies helped the program to attract low-risk enrollees, and examines the characteristics of CommCare enrollees as compared with individuals purchasing coverage in the commercial market. The presentation concludes with recommendations based on the results of this study for states considering the creation of a Basic Health Plan under the federal Affordable Care Act.

In this brief, SHARE grantee Sharon Long and her research team provide a meta-analysis of research on Massachusett's health reform and an assessment of what these findings mean for the Affordable Care Act (ACA) and for the evaluation of the ACA's impacts.  In particular, they discuss findings from the range of studies that examine the effects of Massachusetts' health reform on non-elderly adults, focusing on work that has evaluated insurance coverage; health care access and use; and the affordability of care.
