This article examines the impact of various outreach strategies on enrollment of children in California public health insurance programs. Enrollment rates in 25 California counties are linked to the various outreach and enrollment strategies employed by each county.

This paper evaluates efforts in Kentucky and Idaho to increase preventive care through Medicaid and CHIP. The authors examined Medicaid and CHIP enrollment and claims from before and after the increases in well-child visit reimbursements.  They found that increasing reimbursements for well-child visits and preventive dental care increased the number of children who received preventive care in Kentucky and Idaho.

In 2008, Rhode Island faced a serious health insurance shortage for workers in small businesses. In response, the state created HEALTHpact, an insurance plan that capped the price of premiums. The law required insurers to offer HEALTHpact to small business owners. The defining feature of HEALTHpact was its financial incentive for enrollees to lead healthier lives.  This study investigated low enrollment in HEALTHpact. The authors spoke with state officials, insurance representatives, business owners and consumers, concluding that Rhode Island's HEALTHpact plan has been unpopular because it is too complex, lacks a subsidy, and is perceived as having low value.

The authors of this study aimed to learn about factors hindering participation in New Mexico's State Coverage Insurance (SCI) program, and they conclude that both administrative and financial concerns contribute to low small-group employer participation in SCI.

This evaluation of the effect of state dependent coverage expansion policies on health insurance coverage for young adults found that the laws did not significantly reduce the rate of young adults uninsured.
