Principal Investigator David Idala and his team released early findings from their SHARE project, “Maryland Kids First Act Outreach Evaluation.” This issue brief, “Using Information from Income Tax Forms to Target Medicaid and CHIP Outreach: Preliminary Results of the Maryland Kids First Act,” highlights Maryland’s early efforts to use income tax returns to identify potentially eligible - but unenrolled - children. It examines the benefits and drawbacks of this strategy as well as mechanisms for maximizing its effectiveness.

Comparing Federal Government Surveys that Count Uninsured People in America, Sept 2009

The number of uninsured Americans is large and growing over time, yet there continues to be debate about exactly how many Americans are uninsured. Researchers use data from several different national surveys to estimate the number of uninsured people in America and discrepancies in their estimates are common.  This brief compares estimates of health insurance coverage from four national health surveys sponsored by the federal government, identifies the differences in their estimates of uninsurance, and identifies  common themes.  September 2009.

An Introduction to the American Community Survey Health Insurance Coverage Estimates

The American Community Survey (ACS) is a new source of data for health insurance coverage estimates, with the first year of data (for 2008 calendar year) available in September 2009.  The ACS is conducted by the U.S. Census Bureau to provide communities with up-to-date information on key demographics and policy-relevant data.  An important feature of the ACS is that it will include a large enough sample for state-level and sub-state health insurance coverage estimates.  September 2009.

SNACC Phase IV Report

Report for Phase 1 of the Medicaid Undercount Project (SNACC).  This phase involved re-using the Phase II process, replacing the CPS data with NHIS data. In addition to providing explanations for discrepancies between the national NHIS and MSIS, comparisons to Phase II results allowed the examination of how survey design and implementation affect the quality of the resulting survey data and the estimates derived from it.  May 2009.

SNACC Phase III Report

Report for Phase III of the Medicaid Undercount Project (SNACC).  In this phase data from the state MSIS files, CPS, 2001 Supplemental Survey (SS01), as well as the MAX and Census Bureau Master Address File (MAF) were used. The Census Bureau worked with CMS to negotiate the acquisition of state MSIS files that enhance the capability of finding matches because they included person names and addresses (in contrast with the national file, which does not include this identifying information).
