This presentation was delivered by SHARE grantee Tom DeLeire of the University of Wisconsin-Madison at the 2011 Association for Public Policy Analysis and Management (APPAM) Fall Conference in Washington, D.C. The presentation provides an overview of Wisconsin’s ACCESS internet portal—the online eligibility determination and enrollment interface for the state’s public programs; evaluates the extent to which ACCESS is more or less likely than other application methods to attract applicants who are ultimately determined to be eligible for public health insurance; and compares the likelihood and target efficiency of application spillover through ACCESS relative to other application methods.
