2003 SHADAC's Issue Brief #8 describes how SHADAC tested the hypothesis that increased access to insurance results in reduced levels of uncompensated care by assessing the impact that enrollment in the MinnesotaCare program, a state-subsidized insurance program for the working poor, had on levels of uncompensated care provided by Minnesota hospitals over time.
