Wisconsin’s BadgerCare Plus Coverage Expansion and Simplification: Early Data on Program Impact

The research team led by Tom Oliver and Tom DeLeire at the University of Wisconsin Population Health Institute has released early findings from their SHARE project evaluating Wisconsin's BadgerCare Plus coverage expansion.  This issue brief, "Wisconsin's BadgerCare Plus Coverage Expansion and Simplification: Early Data on Program Impact," reveals preliminary data showing increases of 12% and 18%, respectively, in the number of Wisconsin children and caretaker adults enrolled in the state's health program relative to baseline. The authors also report a leveling-off of program exits and a decrease in six-month churning due to program simplification efforts.  The authors cite numerous reasons for the success of the state's simplification and expansion efforts, including concerted branding and targeted auto-enrollment, among others.
