Lacey Hartman, MPP is a Senior Research Fellow at SHADAC and has extensive experience managing complex projects and providing tailored technical assistance to state policymakers and analysts.  She leads SHADAC's work with the California Healthcare Foundation monitoring the impacts of health reform on coverage and access.  She has served as Principal Investigator on a range of projects focused on quality measurement and care integration for the dual eligible population.  She also  plays a lead role in managing budgets and staffing for the center.  Prior to joining SHADAC, Ms. Hartman was the Research and Policy Director at Portico Healthnet, a non-profit that works in partnership with hospitals and health plans to provide access to health care for the uninsured in Minnesota, and as a Senior Economist for the state's Health Economics Program. Ms. Hartman earned her MPP from the University of Minnesota and her BA in Political Science from Macalester College.
