Assessing Quality Measurement Strategies Aimed at Special Populations in Medicaid
SHADAC will partner with the Medicaid and CHIP Payment and Access Commission (MACPAC) to address two policy questions: (1) What are appropriate quality measures for people with disabilities, behavioral health care conditions, and needs for home and community-based services (HCBS)? (2) What are the major barriers to implementation of quality measurement initiatives for these populations, and how can they be overcome? To complete this work, SHADAC will conduct a two-phase project. Phase 1 will include a comprehensive scan of publicly available information on the “state-of-the-art” in quality measurement (including relevant frameworks) for these populations and the status of measures currently in use in states. Phase 2 of the project will consist of case studies and interviews with 5-6 states with the aims of better understanding 1) the challenges associated with quality measurement for the populations of interest and 2) how states are using the quality information for program management and quality improvement.
