Elizabeth Lukanen, Senior Research Fellow, leads SHADAC’s technical assistance to states in the areas of data use, analysis and evaluation and focuses on helping states plan for and implement health reform. She has over 10 years of experience in the health policy arena where she has analyzed issues related to cost, access and quality with a focus on using sound data to make informed policy decisions.  Prior to joining SHADAC, Ms. Lukanen worked as Senior Research Economist in the Health Economics Program (HEP) at the Minnesota Department of Health. Ms. Lukanen holds a master’s degree in public health from Columbia University and a bachelor’s degree in economics from McGill University.
