Lacey Hartman, MPP
Senior Research Fellow
Ms. Hartman joined the SHADAC team in 2011 as a Senior Research Fellow. Ms. Hartman provides expertise in managing complex projects and providing tailored technical assistance to state policymakers and analysts on a range of issues related to health policy and health care reform.
Currently, she leads SHADAC’s work providing technical assistance to states that have received State Innovation Model (SIM) awards from the Center for Medicare and Medicaid Innovation (CMMI). Ms. Hartman also oversees two foundation-funded projects that track the impacts of the ACA on health and health care in California and nationally.
Prior to joining SHADAC, Ms. Hartman worked as the Research and Policy Director at Portico Healthnet and as a Senior Research Economist in the Health Economics Program (HEP) at the Minnesota Department of Health.
Ms. Hartman holds a master’s in Public Policy from the University of Minnesota and a B.A. in Women’s Studies and Political Science from Macalester College in St. Paul, MN.
