Lacey Hartman, MPP
Senior Research Fellow
Ms. Hartman has been in her position at SHADAC since 2011. She currently leads SHADAC’s work providing technical assistance to states that have received State Innovation Model (SIM) awards from the Center for Medicare and Medicaid Innovation (CMMI). She also oversees two foundation-funded projects that track the impacts of the ACA on health and health care in California and nationally.
Ms. Hartman has considerable experience managing complex projects and providing tailored technical assistance to state policymakers and analysts on a range of issues related to health policy and health care reform.
Prior to joining SHADAC, Ms. Hartman worked as the Research and Policy Director at Portico Healthnet and as a Senior Research Economist in the Health Economics Program (HEP) at the Minnesota Department of Health.
Ms. Hartman holds a master’s in Public Policy from the University of Minnesota and a B.A. in Women’s Studies and Political Science from Macalester College in St. Paul, MN.
