Dr. Jean Abraham, PhD leads the Division of Health Policy and Management and is the James A. Hamilton Chair in Health Policy and Management at the University of Minnesota’s School of Public Health. Dr. Abraham’s research examines individual and firm-level decision-making in private health insurance and health care provider markets, including the impact that federal and state policies have on outcomes of access, quality, and cost.
Throughout her career, Dr. Abraham has actively engaged in health policymaking. Notably, in 2008-2009, she served as senior economist on health issues with the President’s Council of Economic Advisers in the Bush and Obama administrations, where she participated in Affordable Care Act (ACA) policy development. Subsequently, Dr. Abraham has testified at the Minnesota State Legislature and has served as a technical expert on state health policy implementation advisory groups.
Dr. Abraham received her PhD from Carnegie Mellon University, H. John Heinz III School of Public Policy and Management and her BA from University of Arizona.
